EU Passed Article 13

The EU has passed the most controversial law that many feared could affect freedom of online speech across the world. Article 11 and Article 13 laws will impose content platforms to filter their content. Content platforms will be responsible for user’s copyright violations and Article 13 prompts for filtering of the content to avoid violations. It is an impossible task for large platforms to do by hand. Hence, automatic filters will be used by websites. Automatic filters will miss the fine distinction between fair use and satire use of copyright violations and content like memes will also be affected.

EU’s Article 11 allows media outlets to start charging platforms for hyperlinks they make. So Platforms are more likely to block those links which in turn makes it harder for users to share the content online. Read our post on Unblock Wikipedia to know how to unblock content on the internet.

How Will EU’s Article 13 Change?

When General Data Protection Regulation was implemented by EU in 2018, few websites chose to block EU visitors rather than taking risk. A similar phenomenon could be seen for EU visitors visiting content platforms after the Article 13 comes into effect. But some platforms instead of blocking EU visitors chose to follow different set of rules – one for EU users and one for the other users. These rules includes filtering or sweeping content upload restrictions. Also, in order to comply, some platforms can decide to implement filters site-wise, ignoring the origin of the visitor. In this case not only EU visitors are affected but also there will be a huge impact on freedom of internet users across the globe.
